Legal Basis

Authorities

The main authorities that permit the collection of information in Employee Express (EEX) include 5 U.S.C. Chapters 31, 33, 51, 53, 55, 61, 63, 83, 84, 87, and 89; and Executive Order 9397, as amended by Executive Order 13478. These authorities allow participating federal agencies to collect, maintain, and use personnel and payroll information for employment-related purposes.


EEX is maintained and hosted by the Office of Personnel Management (OPM) under its statutory authority to manage federal human resources, information technology, and payroll-personnel systems, established by the Civil Service Reform Act of 1978 and 5 U.S.C. Chapter 11; but is owned by the EEX User Board, a consortium of Federal participating agencies. The agencies send payroll information to their designated payroll provider and instruct the payroll provider to send the information to the EEX master data file. Federal employees and annuitants can then access EEX to view and update their records.

Why We Collect It

Purpose

The primary purpose of collecting this information through EEX is to allow federal employees and annuitants to view, update, and manage their payroll and personnel information securely and efficiently. EEX serves as a self-service system that enables users to perform a range of personnel and payroll transactions, such as:

  • Updating tax information
  • Managing direct deposit
  • Enrolling in or updating health benefits
  • Adjusting retirement contributions
  • Updating contact information
Information Sharing

Disclosures

Information you provide to the EEX system may be shared with:

  • Your employing federal agency and their designated payroll provider to process personnel and payroll updates.
  • The Electronic Official Personnel Folder (eOPF) and OPM's Federal Employees Health Benefits (FEHB) Data Hub, when applicable, for purposes of maintaining official personnel records.
  • OPM contractors supporting the operation and maintenance of EEX, under approved agreements that require safeguarding of personal data.
  • Your employing agency is responsible for ensuring its System of Records Notice (SORN) authorizes these disclosures. Please refer to the applicable SORN for a full list of routine uses.
OPM does not maintain or disseminate the information beyond what is necessary for EEX operations.
Your Rights

Voluntary Nature of the Information

Providing information through EEX is voluntary. However, if you choose not to use EEX, you may still complete equivalent transactions using paper forms through your agency's human resources or payroll office. Not providing the requested information electronically may delay processing of payroll or personnel actions.

Records in EEX are covered under agency-specific SORNs for participating agencies' payroll and personnel systems.
